If you ever have problems like this, and you feel confident that the problem is not caused by the configuration settings, you can try this way:
Login to the router using winbox.exe, and input your router's mac address (not IP address)
select IP - services, double click on www service (default 80), click the Disable button and wait a few seconds now and then press the enable button. after that you can reboot the router again. I've implemented this way and managed to 2x. If this has not been successful, I think your router had to be reset
